In Guild Wars 2, are you going to be able to encounter people that are not in your group in the wilderness?

Because in Guild Wars 1, if you weren't in a town or outpost, it was only you and your group, which was a little boringIn Guild Wars 2, are you going to be able to encounter people that are not in your group in the wilderness?
Yes, Guild Wars 1 was mostly instanced, which meant that you could only meet other people while you were in a town or outpost. Guild Wars 2 will be almost completely persistent, meaning that you will meet lots of other people all over the world. In fact, their Dynamic Event system (which replaces traditional quests) is entirely based around this, and sometimes even requires a larger number of people to successfully complete an event (like a big boss fight). And you do not need to be in a party to work together with the other people in the open world - everyone who is present and who participates in an event will get experience and rewards for their share of participation.

The only exceptions to the persistent world are dungeons (which are still instanced and require 5-man teams) and your own personal story (which is a soloable experience, but you can bring along friends)In Guild Wars 2, are you going to be able to encounter people that are not in your group in the wilderness?
They are doing it backwards this time. You will have a home instance that's just for you, but when you go out in to the world you will be playing with everyone. The bulk of the game will be played alongside other people, but I think some quests for your personal story are only in your home instance.
