What will be able to run Skyrim and Guild Wars 2 on max settings?

There have been a lot of people (including me) asking if their systems will be able to run up-and-coming games on max settings. Instead of deciding if a bunch of different systems will be able to run them on max or not, I was wondering what specs people are estimating will be needed to run them. To, per say, set the bar on the standard of what max settings will take, so not everyone will feel the need to ask about their particular system specs.What will be able to run Skyrim and Guild Wars 2 on max settings?
I don't know about guild wars 2, but nobody will be able to run skyrim on max settings (when it first comes out) even if they buy a new card on the day of launch

Guild wars 2 will require a top end card to run on max settings, if it's even possible at all.

To run these games at the highest possible settings with steady frame rates, you will need at least:
-i7 processor (minimum 2.6ghz)
-4gb ram (preferably 8 gigs)
-Radeon 6900+ / Geforce 590+ (preferrably nvidia geforce because games are made with geforce and radeon often has compatibility issues)
-Liquid cooling or a really big case with large fans. A hot computer is a slow computer
