BUT Arena.net has started up the invitation Beta sign-up today! (2/23/2012) The e-mail I got on the process said it would only be open for registration for 48 hours. The registration requires a small download that will check, then upload your computer's performance specs, it would also link the beta (if you are selected) to that machine, so sign up on the computer you would use to play.

The footage you saw was from the ArenaNet Closed Beta Test for press. It was an invite only event for selected press. In March and April they said they would ramp up the size of their beta tests.
