What specs should I have for a laptop and desktop for playing games like guild wars 2 on high settings?

Im just wondering what specs I would be safe with without paying too much. Also are dell xps computers good to go with for pretty good gaming? Im not looking for hardcore but more of high frames and good picture quality.
